The project will create a large public space with a viewpoint towards the Mediterranean and will include socio-cultural facilities, a shopping area and restaurants.
A 12 floor tower in Estepona will be built to attract more tourists. The town has undergone a major transformation in the recent years that will be complemented by the construction of a spectacular sociocultural center that will open to the sea. It’s iconic character will be represented in a tower that will house a vertical library with views of the Mediterranean and Gibraltar.
The winning architect of the public competition held by the City Council of the town has been the renowned Malaga architect Salvador Moreno Peralta, National Prize Winner for Urban Planning, who has been in charge of drafting the project.
The socio-cultural center will be built in a privileged area located right on the beachfront, next to the promenade and near the marina. The project will have a total area of 15,000 square meters, which is included in the local investment plan and it’s development will cost 14.5 million euros.
This way, the remodelled urban center will add value to one of the main axes of the municipality making it possible to open the city to the sea and generating a new focus of tourist attraction.
The works began on September 28, 2021
The City Council’s forecast is that the works will end in the first quarter of 2023. The initiative includes a large open pedestrian zone in front of the Pescadores neighbourhood, with public squares and parks between the avenue and the current promenade, connecting with the port from La Rada beach and through the gardens of El Lighthouse. All this, with a continuous balcony towards the sea.
The project will be developed under Avenida España, taking advantage the promenade and the beach, thus connecting the city with the sea and locating the commercial and restaurant premises in this location.
On the roof of the building, which will be at the level of the avenue there will be a large open pedestrian area with a lookout tower over the Mediterranean Sea. The future sociocultural complex will have several elements, highlighting a conservatory and a “first-class exhibition area with windows open to the sea and a vertical library,” being “the essence of this facility and its public and socio-cultural nature,” the mayor of Estepona stressed.

The idea is architecturally “a challenge” and a “factor of uniqueness”, Salvador Moreno Peralta highlighted, ”it will be covered with a special material, vinyl, acrylic and malleable polyester, which has a great and magnificent performance against UVA rays and heat and leaves a great transparency from the inside to the outside and a certain opacity from the outside to the inside ”.
The sociocultural center project will thus integrate various areas of the city scattered around this land at different levels that has remained in disuse for years, despite its privileged location in front of the sea, and that the Estepona City Council will use for the benefit of citizens. Architecturally, it seeks to achieve “continuity” similar to that of the promenade, assembling the entire Estepona coastline, the architect stressed.
The public facilities will also have parking spaces to provide service to the municipal building, which is focused as a tourist emblem that can be accessed to make use of the viewpoint.
The large pedestrian zone will be part of the project ‘Estepona, Garden of Costa del Sol’, which has achieved the restriction of road traffic in more than 18 linear kilometres corresponding to 130 roads. This project has been a new model of the city, sustainable and committed to quality of life, which is reinforced and enhanced with this new urban development near the port of Estepona.
